Position Summary :
The specialist will be responsible for the know how transfer, training, and assistance of the operation and maintenance by the public company of the 14 DWTP which supply water to the Provinces of Luanda and Icolo & Bengo.
He will be involved in the implementation of a Computerized Maintenance Management System as well as in the implementation of instrumentation and SCADA in all the DWTP.
He will also be responsible for the animation of a Suez technician and of around 10 people delegated from EPAL to support operation and maintenance of the plants.
His main objective will be to support the respect of quality norms at the outlet of the plants using reagents provided by the consortium and a correct operation and maintenance, to transfer know-how to EPAL team to correctly operate and maintain the 14 DWTP.
Responsibilities & Duties :
Assess in depth the operational conditions of every DWTP, propose and implement solutions to improve the operation of each plant.
Manage a team of 11 people seconded by EPAL and 1 people recruited within Suez for the purpose of the project.
Collaborate with the SCADA expert in the installation of instrumentation and SCADA in each DWTP to monitor the flow and the water quality at every stage of the process.
Collaborate with the experts responsible of works (rehabilitation of plants, and UCD) for the commissioning of the new and renewed assets and their further operation.
Participate in the elaboration and discussion of indicators to measure the improvement of the operation of the plants and the water quality.
Propose and implement solutions to optimize the organization of the operation and maintenance work, the energy consumption, the technical water used in the plants, the use of reagents and the management of assets.
Improve Health and Safety practices in his / her field of activity.
Implement WIKTI in his field of activity as a methodology of know transfer, determine training needs and regularly assess the level of maturity of EPAL in water production field.
Implement a CMMS for the proper register of assets and scheduling of the maintenance.
Use technical assistance provided by SUEZ according to the needs and budget available.
Calculate the values of indicators and report them internally and to EPAL.
Report about his activity internally and to EPAL.
Ensure protection of interests, non-disclosure of confidential information and documents to third parties.
Manage the relationship with the partner MITRELLI in his field of activity in a balanced manner for the common objective of success of the project.

VOTRE PROFIL
Degree in hydraulic, automation and / or chemistry;
Electric and automation knowledge
- Broad knowledge in practices and procedures of maintaining and operating drinking water plants.
- Advanced skills in predictive, preventive, and corrective maintenance of water production assets, including all related water control and measurement systems.
Proficiency in English language and another Latin language (Portuguese, Spanish, Catalan, Italian, Romanian). Knowledge of French will be appreciated.
Proficiency in MS Office skills.
Special Skills / Abilities Needed :
Ability to communicate effectively, both verbally and in writing.
Ability of transferring knowledge and training engineers and operators on the job.
Strong organizational and planning skills.
Accurate management of human resources (engineers, technicians, and workers) in a foreign country and language.
