PSI seeks an experienced Malaria Technical Director to lead the anticipated Malaria strategy and implementation under USAID and PMI funded Project in Angola. The project is expected to continue and expand upon work started under the existing USAID Health For All Project. The Project supports the Angolan Ministry of health : 1) to deliver comprehensive malaria prevention and treatment activities in the malaria high-prevalence regions of Angola, and 2) to expand family planning and reproductive health services with the focus on adolescents.

The Malaria Technical Director will be responsible for leading successful project implementation in the malaria health areas throughout the project lifecycle from start-up to close-out. Accountable for delivery of all aspects of the projects, including strategy development, technical implementation, oversight, and supervision of project staff. Responsible for using evidence to improve project design and implementation. As the leader of an Angola project, liaise with national stakeholders, such as Ministry of Health officials.

Salary Range :

83,000 (MINIMUM) - $104,000 (MID-POINT) - $125,000 (MAXIMUM)

The annual base salary range reflected above is in USD.

Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range would not be typical to allow for potential future salary growth. Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.

Your contributions

Develop departmental / functional strategic priorities in collaboration with PSI Angola. Develop and oversee workplans and budgets to execute strategic priorities. Monitor deliverables and progress, course correcting when necessary. Drive the utilization of evidence-based tools, innovations, and best-practices to improve the department / function's performance. 20% of Time

Provides strategic technical direction to Malaria program by coordinating the development of the technical aspects of the program implementation approaches and ensuring appropriate consultations with stakeholders at all levels.

Develop and manage strategic partnerships with external stakeholders and partners. Ensure effective collaboration between stakeholders and partners. Represent PSI Angola at internal and external meetings, conferences, and donor meetings. Pursue and develop responses to new business opportunities. 20% of Time

Collaborates with DNSP, NMCP, Malaria Forum, and other stakeholders such as GFATM, UNICEF, WHO, etc. to strengthen quality improvement and supervision systems for malaria interventions. Acts as the main representative of PSI malaria activities on the provincial and municipal levels and in front of provincial and municipal authorities.

Support capacity building of PSI Angola or Global Project staff and partners engaged in activities related to area of expertise. 20% of Time

Provides or delegates appropriately to members of the program technical team, technical support to all PSI malaria implementing partners to build / strengthen their capacity in Malaria service delivery (prevention and treatment). Contributes to the development of strategies in other health areas, such as Sexual and Reproductive Health, Nutrition, etc.

Assist the Country Representative and Chief of Party with other tasks and projects as necessary. Serve as member of the Network Member or Global Project leadership team collaborating closely with other senior staff to improve overall programmatic and operational performance. 20% of Time

Supervise and develop team members. Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions. Set team and individual goals. Prioritize, organize, delegate, and coordinate the flow of work. Enhance individual employee performance through frequent and timely communication and support. 20% of Time

What are we looking for?

Bachelor's degree (or international equivalent) in a related field

Master's degree (or international equivalent) in a related field preferred

At least 10 years of related experience. An equivalent combination of related education and experience may be substituted.

At least 3 years of supervisory experience.

Advanced knowledge in relevant departmental / functional area.

Excellent leadership, employee development and management skills. Knowing when to coach, when to advise and when to provide specific direction.

Excellent customer service, relationship building / management and consensus building skills.

Excellent analytical and problem-solving skills. Able to proactively identify opportunities, diagnose problems and develop client-centered and evidence-based solutions.

Excellent written and verbal communication skills. Portuguese and / or Spanish language skills preferred.

Proficient in MS Office Suite (Word, Excel, PowerPoint).
