Job Brief
The Cost Controller will be responsible for managing and monitoring project costs across all stages of construction, ensuring that all financial processes are adhered to, and helping ensure that the project stays within its allocated budget. The ideal candidate will have a background in civil engineering with strong financial acumen, capable of tracking and controlling project expenditures, preparing cost reports, and identifying potential cost-saving opportunities.
Required Education :
Bachelor’s degree in Civil Engineering or a related field.
Required Experience & Certificates :
- Minimum of 5 years of experience in cost control, project controls, or cost management within the construction industry.
- Strong experience in civil engineering projects, with a focus on cost estimation, budgeting, and financial reporting.
- Experience working on large-scale construction projects is highly preferred.
- A certification in Project Management or Cost Engineering (e.g., CCIFP, AACE) would be an advantage.
- Knowledge of local regulations, construction contracts, and financial processes in Angola is a plus.
Required Skills :
Strong knowledge of construction cost estimation, cost control, and financial reporting techniques.Proficiency in project management software (e.g., MS Project, Primavera, or similar tools).Advanced Excel skills, including financial modeling and analysis.Strong attention to detail with the ability to spot discrepancies and errors in cost reporting.Analytical mindset with strong problem-solving abilities.Excellent communication skills in English (spoken and written); Portuguese is a plus.Ability to work independently and manage multiple tasks effectively.Strong organizational skills and the ability to meet tight deadlines.Ability to work under pressure and maintain a high level of accuracy in a fast-paced environment.Tasks and Duties :
Control and monitor project costs, tracking the expenditure of materials, labor, and other resources.Review and verify costs reported by subcontractors, suppliers, and project managers.Prepare regular cost reports, including budget forecasts, project variances, and potential risks.Analyze cost data and provide recommendations to management on cost-saving initiatives or cost optimization opportunities.Assist in the development and maintenance of detailed project budgets.Ensure that project budgets are adhered to, and escalate any variances or discrepancies.Work closely with project managers to track and report on project expenses and forecast future costs.Prepare and track payment schedules for contractors, suppliers, and consultants.Monitor project progress and prepare accurate cost forecasts based on actual performance and predicted trends.Conduct regular reviews of budgetary provisions, analyzing and reporting on cost fluctuations.Provide accurate data to assist with project funding and ensure cash flow aligns with project milestones.Evaluate and manage project change orders and ensure they are properly documented and approved.Monitor the impact of change orders on the project budget and timeline.Provide input to project managers and senior management regarding the financial implications of changes.Utilize project management and financial software to track costs and monitor project budgets.Develop and implement cost control systems and tools to improve efficiency and accuracy in cost reporting.Maintain accurate records and documentation for audits and financial reporting purposes.Collaborate with the project management team to ensure timely and accurate reporting of project costs.Communicate effectively with all project stakeholders (subcontractors, suppliers, clients, and project teams) regarding cost-related issues.Assist in presenting financial reports to senior management as required.Identify and report on potential risks related to project costs and timelines.Proactively assist in resolving cost-related issues and support decision-making processes.Ensure compliance with all financial and contractual agreements.
