KBR is looking for a Refinery Turnover Management System Superintendent to review and audit the EPC Contractor’s Turnover Management System during phases of construction, pre-commissioning, commissioning, preservation, systems mechanical completion, training, ready for start-up, and all associated activities to transfer custody and control of the Sonangol Lobito Refinery site to the Client via Digital Delivery for final project closeout.
- This position will mobilize to Angola and perform its duties at the construction site
The Refinery Turnover Management System Superintendent is responsible for managing, coordinating, and executing the turnover and handover process of refinery construction systems from Construction to Commissioning, and ultimately to Operations. This role ensures that all documentation, quality records, system walkdowns, punch completion activities, and turnover packages meet project standards, client requirements, and regulatory expectations. The supervisor works closely with construction, quality, engineering, and commissioning teams to support timely system readiness and project completion.
General Responsibilities :
Review and Audit EPC Contractor’s : Turnover Management System (CMS) Execution Plan, to ensure the process and sequence of events leading to transfer principal responsibility of sub systems, system, unit and facility through construction, pre-commissioning, commissioning by EPC Contractor to full care, custody, and control to the Client throughout the project lifecycleTake Over procedures per project contract requirementsProcedure to manage multidiscipline Contractors Turnover Completions procedureProcedure to transfer information from equipment vendors into the CMS databaseSystem punch items, ensuring proper categorization (A / B / C) and timely closure before handover.CMS database to ensure it is configured and validated against marked-up P&ID’s base on system / subsystems for Pre-Commissioning, Commissioning, Ready for Startup, etc.Turnover Certificates and DossiersWork with KBR Construction and Commissioning to ensure EPC Contractor’s : Perform the required completion tasks (Mark-ups, system identification, Check and Test Sheet allocation, Completion Dossier compilation, etc) while supplying the site construction, commissioning, and completions team with documents in a timely mannerMethod(s) to assist with setting priorities for optimization of the construction and commissioning works schedule is defined, documented, and digitally enabledAudit EPC Contractor’s : Methods to develop and implement processes as necessary to accommodate evolving / changing client procedure requirements effecting handoversProcedure to ensure FAT carry-over punch-lists are consolidated, checked, and reconciled; in general, ensure the coherence and consistency of Punch-ListsSite Specific Responsibilities (Angola) :
Audit EPC Contractor’s : Turnover management program to ensure the project is tracked and documentedMethod to interact with construction, engineering, and planners to coordinate and facilitate System HandoversPlant walkdown activities independently or as part of a team and review punch listsMechanical Completion / Pre-commissioning / commissioning activitiesCompletion and certification certificatesReview and Audit EPC Contractor methods to manage, coordinate and maintain up-to-date commissioning test procedures, piping test packs, punchlists items supporting MC, preservation check sheets and inspection test reportsEducation, Experience, & Skills :
Bachelor’s degree in engineering or related field8 + years related experience with an average experience of 15 + yearsIn lieu of formal education 20 + years of experience with an average of 25 + yearsExperience Setting Up a Digital Turnover / Completions Management Database System to satisfy Handover to the ClientExperience utilizing and manipulating Engineering and / or Construction 3D Model along with relevant Completions System metadata to enable Digital Project Delivery to OwnerServe as primary field interface between Construction and Commissioning teams relating to system readiness.Coordinate with scheduling teams to align turnover milestones with overall project timeline.Provide regular progress reports to Turnover Manager and project leadership.Experience uploading Inspection Test Reports into the Turnover Management System and assigning them to specific tag items or test packsExperience supporting construction and commissioning by developing a secure, digital, work process for punch list processing with (changes, updates, and closure)Experience managing and operating a Turnover / Completions Management Database System such as : Zenator, Smart Completions, TOSTR, EasyPlant, WinPCS, MCPlus, CoConsole, etc. Smart Completions experience is preferredProven ability to work in the field to validate : Completion dossiersInspection Test ReportsCompletions certificatesA, B, C, SheetsPunch lists itemsProficiency in MS Office Applications, Microsoft Projects, Visio, Power Point, Revu Bluebeam and Adobe ApplicationsPerform other duties as assignedDecarbonization – Energy Transition – Sustainability
