Job Purpose :
Act as the department’s strategic and operational lead directly supporting programme delivery through the compliant, effective and innovative delivery of people services and HR functions. Proactively leading programme people strategy through a range of change and improvement plans driving improved employee health and wellbeing as well as Trust compliance and best practice. The HRBP will report directly to the Head of HR and People Services and will be a key member of the Senior Management Team in Angola, collaborating with Operations, Finance, Supports and Partnerships
About this role :
HALO is seeking a highly dynamic and people centric department leader to drive best practice and compliance to national labour law through bringing together all our people services functions and teams. Strengthening all elements from policy down to process and driving culture change on everything from recruitment to employee relations, investigations. Growing and adapting departments as required to stay agile, fit for the future and sustainable for all in what can be a challenging working and living environment. Working to the Head of HR and People Services on the programme as well as, Heads of Departments, and regional and global teams ensuring the people voice and angle is always an element in programme wide decision making and operations. The position will be based full time in Angola, with regular travel required throughout the country and possibly to other countries as required.
Responsibilities :
- Line manage the HR team and their functions providing guidance and mentoring support to ensure service delivery is effective and of the highest standard
- Conduct systematic reviews and updates of HR policies and systems to ensure compliance with local legislation
- Lead the development and implementation of program HR strategies, including talent management frameworks.
- Lead on all Safeguarding policies and process improvements and matters. Including the formation of functions and teams.
- Advise manages on effective staff management and development
- Take a leading role in all matters concerning the Trade Union and compliance to National Labour Law and broader best practice
- Provide expert advice and assistance to all managers on complex HR related matters overseeing the programme wide position on ongoing legal cases and staff relation matters
- Ensure consistent application and adherence to established policies and procedures using HALO Corporate policies as a governing model
- Support policy and process improvement in areas such as performance management, Recruitment, internal training / capacity development,
- Provide coaching and short training sessions to managers on people policies and practices
- Develop people data metrics to support a data driven approach to decision making programme wide supporting the development of improved people databases and system capability
- Actively participate in on-going training and development initiatives
- Lead the development of employee wellbeing strategies including good feedback loop from reporting and staff surveys on the programs
- Visit HALO Angola locations to support teams and provide visible leadership as part of a broader leadership team.

Professional people qualifications / degrees such as CIPD level 5 / SHRM or relevant work experienceHave proven experience of leading HR / People departments in a dispersed setting, work with international organisations or contexts a plusExcellent communication and interpersonal skills, with the ability to build relationships, influence stakeholders, and provide constructive feedbackDemonstrated leadership and people management skills, with experience in mentoring and developing HR professionalsExperience building systems and processesAn approachable, communicative demeaner, with demonstrated flexibility and a spirit of getting things doneResilience and the ability to support the wider HALO teamPortuguese and English fluencyDesirable (not essential)
